Working on behalf of the World Bank, we supported a national assessment of emergency preparedness and response (EP&R) systems in the Republic of Chad, helping to strengthen climate-related disaster management.
Chad is highly exposed to climate-related hazards, with recurrent floods, droughts and heatwaves placing severe pressure on communities, infrastructure and the national economy. At the same time, the country’s ability to prepare for and respond to emergencies is constrained by limited early warning systems, insufficient operational and financial capacity and outdated contingency planning. Coordination across national and local levels plays an important role in shaping how effectively responses can be mobilised when crises occur.
These challenges are compounded by Chad’s fragile and conflict affected context. Insecurity, population displacement and governance instability make it difficult to strengthen institutions and sustain long term resilience measures. Large areas of the country are hard to access. While financial and technical resources are limited by competing priorities, increasing reliance on humanitarian partners to fill critical gaps during emergencies.
We carried out an Emergency Preparedness and Response (EP&R) Capacity Assessment allowing us to develop an investment plan. This provided a structured, evidence-based understanding of Chad’s EP&R system from a multi-hazard perspective, focusing on floods, droughts and heatwaves.
Using the Ready to Respond (R2R) framework, the assessment examined institutional, technical and financial capacities across the disaster management system. While explicitly accounting for the constraints associated with fragility, conflict and gender-based violence. We mapped existing investments by government and international partners to highlight overlaps, gaps and opportunities for improved coordination.
The project delivered a costed, prioritised investment plan. It set out practical measures to strengthen EP&R in Chad, focused on making the system functional and adaptable even in insecure and resource-constrained conditions.
The assignment provides a structured, evidence‑based assessment of EP&R in Chad. Identifying priority gaps across planning, systems, institutional arrangements and community‑based disaster risk management. In doing so, the work supports a clearer understanding of where targeted investments and improved coordination could strengthen preparedness and response to climate‑related shocks.
By bringing together institutional, technical and financial considerations within a single framework, the assessment creates a shared, system‑wide picture of preparedness and response across floods, droughts and heatwaves. While implementation remains challenging in a fragile and conflict‑affected context, the analysis offers a robust reference point for future engagement and dialogue on EP&R capacity strengthening.
Importantly, the approach and framework developed through the assessment are replicable and adaptable. Providing a practical model for assessing multi‑hazard EP&R systems and capacities in other fragile and capacity‑constrained settings.
