Building a practical, multi-hazard roadmap for EP&R
We carried out an Emergency Preparedness and Response (EP&R) Capacity Assessment allowing us to develop an investment plan. This provided a structured, evidence-based understanding of Chad’s EP&R system from a multi-hazard perspective, focusing on floods, droughts and heatwaves.
Using the Ready to Respond (R2R) framework, the assessment examined institutional, technical and financial capacities across the disaster management system. While explicitly accounting for the constraints associated with fragility, conflict and gender-based violence. We mapped existing investments by government and international partners to highlight overlaps, gaps and opportunities for improved coordination.
The project delivered a costed, prioritised investment plan. It set out practical measures to strengthen EP&R in Chad, focused on making the system functional and adaptable even in insecure and resource-constrained conditions.
